@Blazkat no, it most likely got removed because of the music, not the votes. Submissions with copyrighted music arent allowed anymore unfortunately. From what I can tell if it's subject to copyright claims (e.g. >10seconds in the case of youtube) then it'll be very likely removed

Uploading movies would put it up in the portal, so everyone would see it regardless of follower count. Also yeah, reuploading the same video if it was blammed is against the rules. You can reupload it if you add changes though.
But if it was removed by the mod team, then there must be something rule-breaking in the submission itself, like copyrighted music.

@Blazkat it's worth clearing it with a portal mod in case you want to be doubly sure, but just to be on the safe side it's better to use audio from the audio portal instead if possible.
Unfortunately it was removed due to using the song MOD SUN - "Flames" (Feat. Avril Lavigne), which is represented by 12 different music rights societies. YouTube pays over $3 billion to the recording industry each year to cover their bases on that sort of thing but it's not an option for NG.

I've some copyrighted videos in the past and yeah, they was removed here (and blocked on Youtube for many countries, LOL), so that's fine. We are still will be happy to see your beautiful artworks and cartoons.
The audio portal has a very diverse field of talent. It can be hard to find exactly what you're looking for because there are decades of catalog to thumb through but talking to people from that community might yield results. Drop a thread in the audio forum, mention the problems you've run into, link to the song you used (MOD SUN - "Flames" Feat. Avril Lavigne), and ask for who might have a similar style. I wonder if Hania fields commissions...
For some commission money you can ask a specific artist or musician to cover the song, that's totally legal. Lots of people on Newgrounds don't have money but you might be able to offer an art swap or something similar?
I hope this is helpful, getting tossed into the audio community can be daunting but you might find some music you like along the way. Good luck Blazkat :D

Fue eso. Es una lastima porque quería presumirles mi animación aquí, veré si puedo solucionar el problema de la canción buscando un remix o algo, no sé XD
Una forma de volverlo a publicar también puede ser haciendolo un gif sin audio dependiendo de que tan largo la animación sea
